Parish Pastoral Councils are required in every parish: these are consultative bodies which advise the pastor toward the end of helping the parish become more effective in its ministry. Specifically, the Parish Pastoral Council's purpose is to enhance the process of: 

• pastoral planning
• developing pastoral programs
• improving pastoral services
• evaluating the pastoral effectiveness of various programs and services
